  • Program/Project Manager III, Transit Infrastructure

    The Technical Program/Project Manager III is responsible for overseeing transit infrastructure projects from design to construction. They coordinate with various stakeholders, manage contracts, and ensure adherence to project timelines and budgets, playing a vital role in CapMetro's capital construction efforts. #LI-Hybrid 

    WHO WE'RE LOOKING FOR

    Technical Program/Project Manager III, Transit Infrastructure reports directly to the Director, Capital Construction Management. The primary responsibilities for this position will be providing project management for design and construction projects related to transit infrastructure. Maintain adherence to the short and long-term agency plan, participation in preparing annual capital budgets and operating budgets as well as managing professional services contracts and construction contracts. This position is also responsible for the oversight of environmental & design consultants, construction contractors, per various project delivery methods such as design/bid/build (d/b/b) or design/build (d/b) or CMAR teams and coordination with internal and external stakeholders as well as coordination with the jurisdictional authorities for permitting and overall communication.  

     

    WHAT YOU'LL BE DOING

    • Serve as project and construction manager for the development through completion of infrastructure projects.
    • Develop project charters, statement of work (SOW) based on the project requirement and develop independent cost estimates, schedules, and other documents necessary to the project procurement process.
    • Assist in procurement process for professional services, construction contracts.
    • Coordinate with the business units and procurement staff to ensure timely and cost-efficient completion of vendor selection and contract execution.
    • Managing project implementation plans, resource allocation, risk analysis, quality assurance, schedules, budgets and change management.
    • Manage engineering design projects and construction projects related to transit infrastructure.
    • Monitor consultant and contractor adherence to contract terms. Identify discrepancies and facilitate appropriate resolution with the consultant/contractor.
    • Review design consultant submittals at each design level, and construction contract submittals
    • Participate in value engineering work-sessions providing feedback.
    • Monitor adherence to quality assurance and quality control plans. 
    • Demonstrate a proactive, collaborative approach with team members and the contractors.
    • Interface with project team for technical discussions collaborating to provide project resolutions. 
    • Assist in overseeing vendors, consultants, contractors and CapMetro business and technical teams to ensure that solutions stay within scope, cost and schedule, and that risks are managed.
    • Coordinate activities of Project Team that includes IT personnel, planning, rail operations, track and signals, marketing, and safety & security staff to ensure proper execution of projects.
    • Assist in managing field issues (internal and external) for successful transit operation.
    • Provide assistance to update, monitor and report monthly status of project budgets; oversee project invoice payment process and coordinate with vendor to document deliverables, reviews monthly expenditure reports and coordinates with finance staff to reconcile discrepancies; develop cost projections.
    • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported. 
    • Perform other duties as required and/or assigned. 

     

    WHAT YOU BRING

    • Bachelor’s degree in civil engineering or Construction Management. Additional related experience may substitute for a degree on a year for year basis up to four (4) years.
    • Six (6) years of project management experience on transit infrastructure design and construction projects.
    • Project Management Professional Certification (PMP) or a Professional Engineering License (PE) is preferred with course work towards obtaining the certifications and ability to complete certification within one (1) year of hire.
    • Proficient experience using Microsoft Office Suite.
